Foreign Affairs Office (Hong Kong and Macau Affairs Office) of Yangzhou Municipal People’s Government (hereinafter referred to as “Municipal Foreign Affairs Office”) operates as a government department and assumes functions and responsibilities of the Working Leading Group Office of Yangzhou Municipal Committee of Foreign Affairs (Hong Kong and Macau Affairs). According to the Articles of Chinese People’s Association for Friendship with Foreign Countries, Yangzhou People’s Association for Friendship with Foreign Countries (hereinafter referred to as the “Municipal Association for Friendship”) is set up and co-located with the Municipal Foreign Affairs Office. Its main responsibilities are described as follows:
I. Carrying out China’s foreign policies and laws and regulations, conducting centralized management of municipal foreign activities, coordinating overall municipal foreign affairs work and formulating related policy measures regarding foreign affairs.
II. Studying and analyzing development and policy trend of various countries, providing decision-making suggestions about foreign affairs work to the Municipal Party Committee and Municipal Government centering on economic construction, social development and opening up of Yangzhou.
III. Implementing related policies and regulations enacted by the central government to the administration of Hong Kong and Macau. Planning, coordinating and conducting centralized management of daily work of Yangzhou with Hong Kong and Macau Special Administrative Region.
IV. Making overall arrangements and undertaking visiting and foreign affairs activities at home of leaderships of the Municipal Party Committee, Municipal People’s Congress, Municipal Government and Municipal Committee of CPPCC.
V. Receiving the state guests, the Party guests and other important foreign guests visiting Yangzhou, giving instructions to protocol work of important foreign activities of Yangzhou, accomplishing construction work of the visiting unit concerning foreign affairs with related departments.
VI. Undertaking business contacts and negotiations with foreign consulates and international organizations of foreign countries, coordinating related matters of domestic and overseas non-government organizations.
VII. Be responsible for centralized management, coordination service and supervision of going abroad on business of the whole city, auditing official visits to foreign countries or overseas territories of related personnel and undertaking application work of the passport, visa and permit for personnel going abroad on business within the scope of authority. Work jointly with departments concerned to implement foreign affairs discipline and confidentiality requirement.
VIII. Undertaking external contacts of Yangzhou with different countries, conducting centralized management of good relations and communications with foreign sister counties (prefectures), sister cities and other units, guiding non-governmental exchanges of Yangzhou; undertaking the work of conferring honorary title, honorary position and rewards to foreigners.
IX. Guiding related departments to manage foreigners in Yangzhou so as to guarantee legal rights of foreigners in Yangzhou, coordinating and handling important foreign affairs incidents and cases with related department, guiding and coordinating the safety and legal rights protection of our citizens in foreign countries, guiding the whole city to handle external emergency affairs. Conduct centralized management of foreign affairs service.
X. Be responsible for educational training on cadres and personnel engaged in foreign affairs of Yangzhou, publicizing and carrying out foreign affairs education on the public with related departments.
XI. In charge of foreign journalists visiting Yangzhou and affairs concerning resident foreign news organizations in Yangzhou.
XII. Undertaking other assignments designated by the Municipal Party Committee and Municipal Government.
